On April 17th evening at TIPA hall, National Democratic Party of Tibet honored Mr. Dennis and his wife. At the inauguration of the show (Music Concert at TIPA) organized by Norbu Entertainment, President Mr. Chime Youngdung as the chief guest over there presented a Memorandum and khatak for the sincerity and dedication of Mr. Dennis and his wife to the Tibetan exile community. He thanked them heartily to their selfless work for the Tibet and Tibetan people and expressed the gratitude for their kindness. Mr. Chime asked him to share few words with public and then there he said it’s his duty as a human being and as a Buddhist to be helpful to other people. He also said that Tibetans should keep up the hope to have a better future for Tibet and for that to stick strong within the community as one big Tibetan family (should be helpful to each other).

Chinese Troops Turn Monastery into Virtual Prison; Cut off Critical Food Supplies to Monks

Since the self-immolation of a 20-year old monk Phuntsok at Kirti Monastery on April 16, 2011 the situation in Ngaba, eastern Tibet (Ch: Aba, Qinghai Province) has been extremely tense. The Chinese authorities have now imposed a severe lockdown on the monastery, armed guards are patrolling the entrance, and the back of the monastery has been enclosed within cement walls built to imprison the monks inside. Food supplies have been cut off, prompting widespread fears that the monastery will face a food crisis in the coming days. There are approximately 2,500 monks trapped inside the monastery.

In recent weeks, the Chinese government has violently restricted religious activities at Kirti Monastery and has launched a vigorous ‘Patriotic Re-Education Campaign’.

The Monastery – a sanctuary for the practice of Buddhism and teachings of peace – has been effectively converted into an enormous prison. Dozens of monks have been arrested and taken from the monastery and their whereabouts remain unknown.

“As a former political prisoner, I have personally experienced the kind of torture inflicted on Tibetans in Chinese prison. The Kirti monks are innocent and are under attack for simply expressing their internationally recognized right to freedom of religion,” said Lukar Jam, Vice President of GuChuSum (former Political Prisoner’s Movement of Tibet). “We are gravely concerned about the situation in Ngaba and call for the immediate release of all those arbitrarily detained in recent weeks.”

According to reliable sources in Ngaba, residents learned on April 12, 2011 that Chinese authorities were planning to forcibly remove all monks between the ages of 18 and 40 from the monastery. The monks were to be transferred to local prisons where they would be subjected to China's repressive political "reeducation".

Local Tibetans immediately gathered at the monastery to block the entrance. The armed police and soldiers tried to break through the crowd by beating the Tibetans and setting police dogs on them. In spite of the violent attacks, the Tibetans stood their ground and the troops failed to enter the monastery's inner gates.

“The United Nations and world governments must intervene in the name of human rights and pressure the Chinese government to put an end to its violent attacks and intimidation tactics in Ngaba,” said Tsewang Rigzin, President of Tibetan Youth Congress on behalf of the 5 Tibetan NGOs. “We urge the global community to express outrage and to take immediate action to protect the lives of innocent Tibetans.”

The barbaric acts being carried out by Chinese authorities in Ngaba are reminiscent of the destruction and severe repression inflicted on Tibetans by Chinese troops after the invasion of Tibet in 1949 and during the Cultural Revolution.

Since 1959, the Chinese government has continued to destroy Tibetan monasteries. brutalizing and torturing Tibetan monks and nuns. 50 years of Chinese rule, however, has not destroyed the Tibetan people’s spirit but instead has served to further fuel the resistance movement throughout Tibet.

On March 16th, 2008, during the peaceful uprising in Ngaba, protestors were brutally suppressed by Chinese troops and at least 10 Tibetans were killed. It was on the 3rd anniversary of this incident that Phuntsok self-immolated himself in protest against Chinese rule in Tibet.

In recent weeks, two other Tibetans – 59-year old Bulug and a 37-year old monk named Jamyang, died as a result of injuries sustained in police detention following their involvement in peaceful protests in 2008.

The Centre for the Study of Political Change (CIRCaP) at the University of Siena in Italy is carrying out AN INTERNET SURVEY ON THE TIBETAN POPULATION IN EXILE, in coordination with the National Democratic Party of Tibet and the support of the Province of Siena (Italy).

The survey aims to explore the orientations that Tibetans in exile have regarding the next election for the Government-in-exile, their attitudes about autonomy, independence, de-colonization and other major issues concerning the political future of Tibet.

In terms of going through a lots of different accusations and rumors from different directions & angles stating the false alleged, which quoted that Katri nominees Tethong Tenzin Namgyal la corrupted large amount of money from exile government during his tenure. With thorough investigating and going through the accounts of expenditures by the Kashag. The clarification letter was issued by the Kashag stating that the accusation was false. So for that verdict we would like to clarify that all these rumors are false and there is nothing. As to view and read the letter from Kashag to clear readers doubt is pasted below.

A clarification letter, from Exile Government on behalf of, Kasur Tenzin Namgyal Tethong la, in terms of the rumors on the misunderstanding of his false allegation during his tenure of Kalon Tripa. So hope everyone read this an official letter from Kashag and to clarify the doubts.

The Tibetan Charter Provisions on the Kalon Tripa

The Charter of Tibetans in Exile

(Note: in this translation of the Charter, the Kalon Tripa is referred to as the Chief Kalon. Additionally, Articles 23 and 24 of the Charter have been amended to provide for direct election of the Kalon Tripa to a once-renewable term of 5 years.)

CHAPTER - IV
THE EXECUTIVE
Executive Power - Article 19.
The executive power of the Tibetan Administration shall be vested in His Holiness the Dalai Lama, and shall be exercised by Him, either directly or through officers subordinate to Him, in accordance with the provisions of this Charter. In particular, His Holiness the Dalai Lama shall be empowered to execute the following executive powers as the chief executive of the Tibetan government:

(a) approve and promulgate bills and regulations prescribed by the Tibetan Assembly;

(b) promulgate acts and ordinances that have the force of law;

(d) summon, adjourn, postpone and prolong the Tibetan Assembly;

(e) send messages and addresses to the Tibetan Assembly whenever necessary;

(f) dissolve or suspend the Tibetan Assembly;

(g) dissolve the Kashag or remove a Kalon or Kalons;

(h) summon emergency and special meetings of major significance; and

(j) authorize referendums in cases involving major issues in accordance with this Charter.

The Kashag and the Chief Kalon - Article 20.
Under the leadership of His Holiness the Dalai Lama, there shall be a Kashag and a Chief Kalon primarily responsible for exercising the executive powers of the Tibetan Administration.
Election of the Kalons - Article 21.
(1) The Kashag shall consist of seven Kalons who shall be elected by the Tibetan Assembly in accordance with the law by means of a secret ballot.
(2) The original nominees for Kalons shall consist of not more than 21 members nominated by sub-committees of the Tibetan Assembly by means of a secret ballot. The Kalons shall be elected following selection of the nominees.
(3) Qualifications of a Kalon:

a) Must be a citizen of Tibet;

b) At least 35 years of age;

c) Not declared mentally unsound by a court or a licensed medical practitioner;

d) Not declared legally bankrupt;

e) Not convicted of any criminal offence by any court of law;

f) Not declared disqualified by more than two-thirds majority in the Tibetan Assembly;

g) Not a Kalon who is serving a second consecutive term in office;

h) Not previously removed as a Kalon as prescribed in clause (3) & (4) of Article 29 of this Charter;

i) Does not enjoy service, status or economic benefit from other countries detrimental to the interest of the Tibetan people.

(4) Any person nominated as a Kalon who is unwilling to accept the office must be withdrawn from the nomination within the allotted time in accordance with the notification.
(5) A nominee must secure at least 70% of the total number of votes to be elected as a Kalon.
(6) If seven Kalons are not elected, three nominees for each remaining position of Kalon shall be nominated for a reelection from the list of remaining candidates.
(7) Provided further that if the total of 3 Kalons are not elected upon the subsequent ballot, the required percentage for election may be reduced to, but not below, 55%, and subject only to the approval of more than two-thirds majority of members present in the Tibetan Assembly. If the Kalons are elected upon reduction of the required percentage of votes, the number of Kalons thus elected shall not exceed three.
(8) If a two-thirds majority of members present in the Tibetan Assembly has not approved the reduction of the required percentage of votes for election, or if after the reduction, the required percentage has not been secured by 3 candidates for the position of Kalon, the matter shall be presented to His Holiness the Dalai Lama and decided thereon in accordance with His advice.
(9) If the number of elected candidates with equal percentages of votes exceeds the required number of Kalons, all such candidates who got equal percentage of votes will then form the nominees and voting started again.
(10)

a) If the elected Kalons are so few that they are unable to discharge their responsibilities properly, then the Kashag may approach the Tibetan Assembly, whereupon the matter may be submitted to His Holiness the Dalai Lama, and following His assent, the vacancies for the remaining positions of Kalons within the Kashag may be elected by the Tibetan Assembly.

b) In the event of the death, replacement, or resignation of a Kalon, his or her replacement shall be elected within six months.

c) In the case of such an election, the nominees for the replacement of the Kalons required thereof shall not exceed three for each position of Kalon.

d) Further, in the case of no such nominee securing the required percentage as laid down in the regulation, re-election of the Kalon or Kalons shall not be required.

e) A Kalon so elected shall hold office for the same period as that of the remaining term of the incumbent Kashag.

(11) Any member of the Tibetan Assembly elected as a Kalon shall cease to be a member of such Assembly, and any civil servant of the Tibetan Administration elected as a Kalon, shall resign from his or her service provided that, upon completion of a Kalon's term, he or she shall be entitled to receive benefits of old age according to his or her former rank and the duration of the previous service.
(12) This specific procedure applicable to the election of Kalons as formulated by the Tibetan Central Election Commission, in accordance with the provisions of this Charter, ratified by the Tibetan Assembly, and with the assent of His Holiness the Dalai Lama, shall henceforth come into full force and effect.
Tenure of Kashag - Article 22.
(1) Subject to Article 29 of this Charter, and unless otherwise specified, such as the dissolution of the Kashag or the removal of a Kalon or Kalons before the expiration of a term, the tenure of the Kashag shall be 5 years.
(2) Except in cases of dissolution of the Kashag as specified in Article 29 of this Charter, the re-election of any Kalon shall not be invalid, provided that such re-election of a Kalon shall not exceed two consecutive terms.
Election of the Chief Kalon - Article 23.
A Chief Kalon shall be elected, in accordance with the law, by the elected Kalons by means of a secret ballot. Election of a Chief Kalon shall be valid by a simple majority.
Tenure of the Chief Kalon - Article 24.
Except in the case of a removal, in accordance with clause (5) of Chapter 29 of this Charter, and before the expiration of a term, the tenure of the Chief Kalon shall be one year. Provided that he or she can remain as Chief Kalon if re-elected.
Oath or Affirmation by the Chief Kalon and Kalons - Article 25.
All Kalons, including the Chief Kalon, shall, before assuming office, take and subscribe before His Holiness the Dalai Lama an oath and affirmation of office and secrecy according to the form prescribed by law.
Salaries of the Chief Kalon and Kalons - Article 26.
The Chief Kalon and Kalons shall be entitled to receive such salaries, allowances and other priviledges during their term as determined by the Tibetan Assembly by law.
Meeting of the Kashag - Article 27.
The Chief Kalon shall preside over meetings of the Kashag, and during his or her absence, it shall be presided over by a Kalon elected for the purpose.
His Holiness the Dalai Lama's Summoning of the Kashag Meetings - Article 28.
(1) His Holiness the Dalai Lama may, from time to time, summon a meeting, or may be requested by the Kashag to attend Kashag meetings. The Kalons shall be in attendance during such meetings and His Holiness the Dalai Lama shall preside over these Kashag meetings.
(2) The Kashag shall be exclusively responsible for the expeditious execution of resolutions passed thereof in the meetings of His Holiness the Dalai Lama and the Kashag.
Obligations of the Kashag and Removal of Kalons - Article 29.
(1) The Kashag shall be collectively responsible for the discharge of their duties, and in general it shall be accountable and answerable to the Tibetan Assembly.
(2) The Chief Kalon shall allocate portfolios to the individual Kalons with the consent of His Holiness the Dalai Lama, and His decision shall be binding.
(3) The entire Kashag may be dissolved, or any Kalon or Kalons may be removed, as the case may be, with the approval of more than a two-thirds majority of the total members of the Tibetan Assembly.
(4) His Holiness the Dalai Lama may, in cases of an emergency, dissolve the Kashag or remove a Kalon or Kalons, including the Chief Kalon, as the case may be.
(5) If at any time the Chief Kalon makes a reasonable recommendation regarding the dissolution of the Kashag or the removal of a Kalon or Kalons, including himself, such a recommendation submitted through the Tibetan Assembly, shall come into force with the support of a two-thirds majority of the total number of the Kalons in the Kashag, and the approval of His Holiness the Dalai Lama.
(6) If the entire Kashag is so dissolved, a new Kashag shall be elected in not less than 30 calendar days from the day of dissolution, if the Tibetan Assembly is in session. If the Assembly is not in session and an emergency session is required to be summoned, the replacement of the Kashag shall be elected within 60 calendar days, except in the case of a removal of a particular Kalon, in which case his or her replacement may be elected within 6 months.
(7) The Kashag shall continue to hold office in accordance with the law even after the expiration of its term until such time as the newly elected Kashag takes and subscribes its oath and affirmation of office. In the case of a removal of a particular Kalon, as specified in clauses (3) (4) (5) of this article, he or she shall cease to hold his or her office. In the case of the dissolution of the entire Kashag, the incumbent Kashag shall continue to hold office until such time as the newly elected Kashag takes and subscribes the oath and affirmation of office provided that they do not make new decisions relating to policy matters.
Conduct of Business of the Tibetan Administration - Article 30.
All executive business of the Tibetan Administration shall be conducted in the name of His Holiness the Dalai Lama. The Kashag shall formulate detailed regulations concerning transaction of administrative business, rules and regulations, and the making of decisions, by the chief Kalon or Kalons of the Kashag; and those laws shall come into force with the approval of the Tibetan Assembly and the assent of His Holiness the Dalai Lama.
Council of Regency - Article 31.
The Council of Regency shall exercise executive powers and authority in the following circumstances:
(1) a) at such time as His Holiness the Dalai Lama has not assumed or retained the powers of the head of the Tibetan Administration and the executive functions therein;
b) when the Tibetan Assembly, by more than three-fourths of its total members in consultation with the Tibetan Supreme Justice Commission, decides that, in the highest interests of the Tibetan Administration, and the Tibetan people, it is imperative that the executive functions of His Holiness the Dalai Lama shall be exercised by the Council of Regency.
(2) If such a situation arises, a three member Council of Regency shall be elected jointly by the Kashag and the Tibetan Assembly in accordance with law, by means of secret ballot. Provided that any Tibetan who desires to become a nominee of the Council of Regency shall fulfill the same qualifications as those for becoming a Kalon as specified in clause (3) of Article 21 of this Charter.
(3) If any Member of the Kashag, member of the Tibetan Assembly, or civil servant of the Tibetan Administration and its private institutions is elected as a member of the Council of Regency, he or she shall relinquish his or her present position.
(4) A Regent, once elected as member of the Council of Regency, shall take and subscribe an oath and affirmation of office and secrecy before the Chief Justice Commissioner of the Tibetan Supreme Justice Commission.
The Chief Regent of the Council of Regency - Article 32.
1) There shall be a Chief Regent in the Council of Regency who shall be elected jointly by members of the Tibetan Assembly and Kashag by a majority vote. However, the Council of Regency shall be collectively responsible for the conduct of their business.
2) Except in the case of a removal before the expiration of a term, in accordance with Article 34 of this Charter, the tenure of the Chief Regent shall be one year. Provided that he or she can continue to remain as the Chief Regent if reelected.
Duties and Powers of the Council of Regency - Article 33.
(1) The Council of Regency shall have all the executive powers and authority as prescribed in Article 19 except as otherwise prescribed in sub-clause (f) & (g) of the same Article.
(2) Subject to clause (f) of Article 19, the Council of Regency may, in consultation with the Kashag and the Chief Kalon, with the approval of more than two-thirds majority of the members of the Kashag, call for a popular referendum to suspend or dissolve the Tibetan Assembly.
(3) Subject to clause (g) of Article 19, the Council of Regency may, in consultation with the Speaker and Deputy Speaker of the Tibetan Assembly, dissolve the Kashag or remove a Kalon or Kalons, as the case may be, with the approval of more than two-thirds of the total members of the Tibetan Assembly.
(4) At the earliest time for His Holiness the Dalai Lama to assume the executive authority and power of the Tibetan Administration, the Council of Regency or a Regent, the Kashag or a Kalon, the Tibetan Assembly or a member thereof, may introduce a bill in the Tibetan Assembly to reinstate the power and authority of His Holiness the Dalai Lama. Upon adoption of such a bill the Council of Regency shall be dissolved.
(5) In all other matters of procedure, the Council of Regency shall adhere and comply in accordance with duly passed laws.
Dissolution of the Council of Regency and Removal of Regents - Article 34.
(1) Whenever any Regent of the Council of Regency, as a result of death or otherwise, is unable to discharge his or her duties and responsibilities, the Kashag and the Tibetan Assembly shall, in accordance with law, jointly elect his or her replacement.
(2) Any Regent(s) or all three Regents of the Council of Regency may be removed, with the approval of more than two-thirds majority of the total members of the Tibetan Assembly in consultation with the Kashag.
(3) In the case of a situation requiring the removal of a member of the Council of Regency when the Assembly is not in session, the Standing Committee of the Tibetan Assembly may, in consultation with the Kashag, suspend the powers and authority of that particular Regent. Provided that the Kashag and the Standing Committee of the Tibetan Assembly shall jointly explain such removal when the assembly reconvenes and, if approved by more than a two-thirds majority of the total members of the Tibetan Assembly, that Regent shall be removed from his or her office. The Tibetan Assembly shall also elect in the same session a new Regent as his or her replacement in accordance with Article 31 of this Charter.
(4) If two or three Regents of the Council of Regency are required to be removed from office while the Tibetan Assembly is not in session, the Kashag in consultation with the Standing Committee of the Tibetan Assembly shall summon an Emergency Meeting of the Assembly and recommend in that session the removal of such Regents. The Tibetan Assembly may approve the removal of two or three Regents by more than two-thirds of its total members. Provided that any or all of the Regents of the Council of Regency shall be given an opportunity to present an explanation thereof. The Tibetan Assembly shall also elect, in the same session, their replacements in accordance with Article 31 of this Charter.
Term of Office and Salary of the Council of Regency - Article 35.
(1) Unless the Council of Regency is required to be dissolved, or a Regent(s) is required to be removed as specified in Article 33 of this Charter, or in the appropriate event of reinstating power and authority in the hands of His Holiness the Dalai Lama, the term of each Council of Regency shall not exceed 3 years.
(2) In the event of removal of one or two Regents, their replacement shall hold office for the same period of time as that of the remaining term of the former. Provided that in the event of removal of all Regents, the term of office of the new Regency shall be three years.
(3) In the event of removal of a particular Regent, he or she must immediately relinquish his or her position. Provided that if all three Regents are removed, they shall continue to hold office until such time as the newly elected Regency takes an oath and affirmation of office, provided that they do not make decisions relating to policy matters.
(4) The Regents shall be entitled to receive such salaries, allowances and other priviledges during their tenureship as determined by the Tibetan Assembly in accordance with law.

In the presence of senior regional Nepali officials and dignitaries, the annual Pokhara Rotary Club function on 24 July at Hotel Fewa Prince, Pokhara witnessed the Rotary International and Rotary Club of Pokhara Mid Town, bestowing Mr Sonam Sangpo, a resident of Tashi Ling Tibetan Refugee Settlement, with a special ‘Vocational Award’ for his public service primarily in the fields of tourism, education, health & sanitation.

“It is our pleasure to confer the Vocational Award on you for your exemplary service in the field of Tourism, Education, Health and Sanitation. Maintaining high ethical standards you have excelled in your vocation/career & made a difference in the lives of people in the community both within Nepal and Abroad,” the award credential reads.

Mr Sonam Sangpo has been at the forefront when it comes to providing social services to both Tibetan Refugees and their local Nepalese communities. His tireless dedication and work has been recognised many times before by various regional and national bodies primarily in tourism and social service sectors in Western Nepal. Having previously received ‘Outstanding President’ and ‘Outstanding District Chairman’ of the Lions Club International, the Kathmandu-based Rising Circle of Nepal presented its ‘Social Service Award’ to the Tibetan social worker over a decade ago. Only last year the Buddha Jayanti presented him with its ‘Samaroh Samithi Award’ for promoting religious harmony in the Pokhara valley- being the third largest Nepalese city and home to around 200,000 people and 3000 Tibetan refugees.

Three years ago, Sangpo played a pivotal role in organising the First International Food Festival in Western Nepal that attracted over 20,000 people including foreign ambassadors and dignitaries from America, Britain, Germany, Australia and Japan based at their embassies in Kathmandu (200 kilometres east of Pokhara.)

The latest award is in recognition of Sangpo’s continued service to Community Development in both rural and urban areas, helping with relief efforts in local Nepalese villages to provide clean drinking-water, building local sanitation, helping school children in their education and creating social business enterprises for women and less-able people whilst promoting eco-tourism in the region as well as abroad.

In India, Sangpo was also involved in community projects that benefited Tibetan refugees living in Kunphenling Settlement in Ravangla (Sikkim), Kalimpong, Darjeeling, Manali and Dharamsala with the cooperation of regional Tibetan Youth Congress and Women’s Association. In addition, his involvement in social development work included supporting young unemployed Tibetan refugees as well as ethnic Tibetans from the Himalayan region whilst fostering better relationships with the host community, and creating a greater understanding of the Tibetan’s plight in Nepal through proactive interactions with local Nepalese Human Rights organisations and concerned authorities. In 2009, Mr Sangpo led a delegation of Nepalese Rights group to Dharamsala (headquarters of the Tibetan Government in Exile) where they met Tibetan leaders and government officials including His Holiness the Dalai Lama and Speaker of the Tibetan Parliament.

Nepal, currently home to some 20,000 Tibetan refugees, is the second largest concentration of Tibetan refugees outside Tibet (after India). This country is frequently inflicted with internal political turmoil often creating a battleground with Chinese authorities, who regularly give directives to Nepalese officials to ban Tibet protests. A number of individual Tibetans and organisations have been advocating for a stronger voice and rights for Tibetan refugees in Nepal and perhaps it’s time to encourage, support and harness credentials such as Mr Sonam Sangpo’s and others to improve the lives and create a better environment for Tibetan refugees residing in the Himalayan country, which is sandwiched between two Asian giants – China and India.

Mr Sonam Sangpo, a fluent Nepalese speaker, is well-respected both within the host country for his continued social service to the Nepali people and in the Tibetan community for his active service through various Tibetan NGOs based in India and Nepal. He has also been active in highlighting the Tibetan refugees’ deteriorating situation in Nepal including bringing issues relating to their exit permits to the concerned authorities of the host government, local and international human rights organisations and various governments.

Kalon Tripa Debate at Delhi

On the very day that finishing a Katri debate at Dharamsala, TIPA hall on 11th September 2010, in the afternoon, NDPT President along with Katri nominees left to the Delhi and reaching there On 12th September, 2010 Kasur Tenzin Namgyal Tethong la and Dr lobsang Sangay la has participated in a debate held in TCV day school at MT around 2pm with staffs and president of National Democratic Party of Tibet with the enthusiastic publics of Delhi. Many Tibetans all around the Delhi has took an active participate in the debate.

Moreover they are lots of youngster who took keen interest in the debate and they have cleared many of their doubt about Kalon Tripa position during the debate. Both Katri nominees have patiently listened to all the questions from the public and answered all the questions which time allowed without any hesitation. The debate at Tibetan Day school in MT has finished at around 5.30 pm with great success which was partly due to the unfailing supports and lending hands by the RTYC and the related people over there. So we would like to thank all the people for their sincere helping and participating in the debate. After the debate at Delhi day school due to busy schedule of Kasur Tethong Tenzin Namgyal la, he couldn’t attend any other campaign programs at other Tibetan settlements along with Dr. Lobsang Sangay and NDPT representatives as planned.

Final Debate On Kalon Tripa

Under the organization of National Democratic Party of Tibet, debate in between party’s 2 endorsed Kalon Tripa nominees was held this morning at Tipa hall. Where as, lots of public took an active participatation that the TIPA hall was overloaded, where many people arrived before 9 o’clock to get a place to seat. After the welcome speech given by Mr. Chime Youngdung the President of National Democratic Party of Tibet to whole loads of listeners and two debaters whole heartedly to be at Tipa. After that moderator Mr. Tashi Wangchuk begins the moderation by stating that it was more of introduction of NDPT’s nominees to the public. With that the actual debate begun at 10 a.m with Dr. Lobsang Sangay’s talk and then Kasur Tethong Tenzin Namgyal la’s. First both conveyed greeting to public and stated how important role that National Democratic Party of Tibet is playing in our society and how its messages of Democracy is conveyed to the people of both Tibetans and China. Kasur Tethong Tenzin Namgyal la stated how NDPT taking its better part in the democracy by endorsing its nominees and doing campaign in various places as its duty, which he consider it to be very humility and kudos job. To public how people have to investigate the background of nominees to vote and chose someone as Kalon Tripa. Need to vote for best and most appropriate person to lead us instead of going through differentiation of region and religion matter. Moreover without discrimination in terms of one’s religion sector and region.Both nominees Dr. Lobsang Sangay la and Kasur Tethong Tenzin Namgyal la took an oath to work sincerely and determinedly to the cause of Tibet and for the people of Tibet under the guidance of His Holiness the Dalai Lama to fulfill the aims and objectives of Tibet. And to serve our Nation in his own capabilities till their last breaths.

With that, overflow of public names came up to question two of Kalon Tripa nominees and took more time than scheduled for the event allowed. If schedule wasn’t that much tight the debate would surely go on for whole day long. But since everything is limited and we couldn’t afford to dismiss the next Kalon Tripa debate that was due to hold at Delhi Day School tomorrow, lots of questions are still left unanswered due to lack of time to both questioner and nominees.

Through questioning session, many interesting and exciting things came up, relating to all sorts of things like; on responsibilities, education, social problems, and Tibetan cause and so on.

With that at 1 p.m the debate got concluded since NDPT is going to organize similar debate in Delhi and two of Kalon Tripa nominees’ are to get there on time. And Mr. Wanga la, an accountant a of NDPT has given a word of thanks to everyone present in the hall for a wonderful cooperation and to be here.

According to the press conference that NDPT did after the 3^rd General Body Meeting of National Democratic Party of Tibet in terms of endorsement of Kalon Tripa nominees for the 14^th term and 15^thterm of Chithue nominees which was purely followed on the Agenda on May 2010. Various campaign tours, and democracy awareness talks had successfully took place in about 21 place all over the India and some other Europe places, like Belgium, German, Spain, France, Switzerland and in India; Deckyiling, Rajpur, Clement town, Poanta, Tsering Dhonden Ling, Puruwala, Lakhanwala, Bylakuppe, Mundgod, Hunsur, Kollegal, Bangalore, Ooty, Orissa, Bhandra, and Varanasi, where over 50 big banners were hanged and over 5000 colorful posters of Kalon Tripa Nominees were pasted on the walls of all these places as well as same number of banners and colorful posters of Chithue nominees were pasted. And so far we have produced over 9000 Kalon Tripa nominees’ bio-data in leaflet and more than 8000 small booklets of Chithue nominees’ bio data in Tibetan. Over 10 thousand copies of Kalon Tripa and Chithue nominees of 2011 posters had been developed so far and 200 of bookmarks of Kalon Tripa nominees are produced and distributed. Other than that we did campaign for our nominees through English cum Tibetan websites and through face book, as well as had created blog of its own known as NDPTBLOG- ndp4tibet.blogspot.com ,www.2011campaign.ndp4tibet.org specially to campaign Kalon Tripa and Chithue nominees of NDPT. On 11^th September 2010, National Democratic Party of Tibet to present its Kalon Tripa Nominees to the people as its 2^nd Program;On September 11, 2010 at morning 10 o’clock at TIPA hall, NDPT will present a debate that was in between our two endorsed Kalon Tripa nominees; Kasur Tethong Tenzin Namgyal la and Dr. Lobsang Sangay. And on 12^th September 2010 there will be same debate at Delhi day school hall in the afternoon at 2 p.m. With one of our nominees Dr. Lobsang Sangay la, we are going to organize a talk around Deckeyiling, Clement town, Poanta, Ladakh, Nepal and Pokhara Tibetan settlements to do campaign on the way.

On 8th August 2010, National Democratic Party of Tibet issued a press statement about Dr. Lobsang Sangay's position at Harvard Law School, particularly that on 17-6-2005, the Department of Education granted him a waiver for the community service and advised him to continue his academic work in the US and outreach to Chinese scholars/students towards Track II Sino-Tibetan dialogue, and his present academic position and employment status at the Harvard Law school.

Ven Thupten Wangchen la is one of the core supporters for Tibetan community. He served Tibetan community for a long time and he is one of the most active supporters for Tibetan cause. He worked hard for the Tibetan people in and outside Tibet and recently he is elected for the president of Tibetan community Spain and he is Director and founder of Casa Del Tibet

He had contributed so much in the Tibetan community. Following are brief life history of Wangchen la.

The Ven. Thupten Wangchen was born in 1954 in Tibet, in the village of kirong (happy valley, in Tibetan) through the auspices of H.H the Dalai Lama and the Indian government assistance, could enter a school for Tibetan refugees in Dalhousie.

At the age of sixteen decided to enter a monastery for more in-depth study of Buddhist philosophy. He managed to enter the Namgyal monastery of His Holiness the Dalai Lama in Dharamsala, northern India, and host city of Tibetan government in exile. He spent eleven years studying the Buddhist doctrine and its rituals, ceremonies, dances, mandala construction, and so on.

At the end of 1981 first came to Spain as translator for a Tibetan Lama. Subsequently has been organizing conferences, exhibitions and seminars on different areas of Tibetan culture.

In 1989 and fro three years was director of the “ Lama project”, a project of collecting video recording of the traditional teachings preserved by the elderly lamas, to ensure its continuity.

After an intense cultural exchange with the West, decided to inaugurate a Cultural Center in Spain according to the advices and indication of His Holiness. The Tibet House, Barcelona was established with the aim of disseminating Tibetan culture and religion. In December 1994 H.H. the Dalai Lama inaugurated the headquarters of the Tibet House, which Thubten Wangchen is the President and its Director.

In 2000, Tibet House became foundation with the aim of enhancing the dissemination and advocacy of Tibetan culture, Human rights and cooperation and solidarity with the Tibetan people in exile, especially in education programs and health.

In September 2007 the Tibet House foundation organized the visit of His Holiness the Dalai Lama to Barcelona. The Public Talk “The Art of Happiness” was attended more than 10,000people at the Palau Sant Jordi in the capital.

In 2011 there will be elections for Prime Minister and members of Parliament for the Tibetan government-in-exile. In fulfilling one of its main duties, the NDPT has endorsed two candidates for Kalon Tripa in the upcoming election. The immense knowledge, talent and capabilities of these candidates are a proud product of the guidance of His Holiness the Dalaia Lama and of our society.

The NDPT has taken full responsibility for both Kalon Tripa nominees in terms of protecting their reputations and clarifying any doubts the public may hold. In this regard, we are collecting and disseminating as much information as we can about them.

Recently, a Tibetan publication wrote something related to Dr. Lobsang Sangay without knowing the facts of the matter. Unfortunately, some people wrongfully doubt the position and academic status of Dr. Lobsang Sangay at Harvard Law School. In an effort to set the record straight, the NDPT would like to reiterate the following:

Dr. Lobsang Sangay has held an appointment as a Research Associate at the East Asian Legal Studies Program of the Harvard Law School since attaining the Doctor of Juridical Science (SJD) in 2004. He is a full time employee on the payroll of Harvard Law School. A Research Associate at Harvard Law School is appointed by a Research program based on the individual's demonstrated expertise in his or her field.

In 2005, he was granted a special waiver to work in Harvard Law School by the Department of Education of the Tibetan government-in-exile. He has also received recommendation letters from highly prestigious institutions such as the East Asia Fulbright Program. Moreover, his academic and leadership acumen are highly respected by his peers and faculty members, and he enjoys an impeccable reputation both as a person and a scholar.

Shadow without a body, the title of this note, refers to the false accusations made against Dr. Lobsang Sangay and his professional record. We hope that this information has cleared any doubts people may have about him. Our main purpose is to elect a good leader who is dedicated, knowledgeable, capable and willing to face the challenge and go ahead with the restoration and sacrifice for Tibet.

Dr. Lobsang Sangay, LL.M., S.J.D. is presently a Senior Fellow at the East Asian Legal Studies Program, Harvard Law School. After graduating from Tibetan Refugee school in Darjeeling, he received his BA (Honors), and LLB from Delhi University, India, in 1995, and won a Fulbright scholarship to Harvard Law School where he received his LLM. In 2004, he became the first Tibetan (among six million) to earn a doctorate degree from Harvard Law School, and was a recipient of the 2004 Yong K. Kim 95 Prize of Excellence for his dissertation "Democracy in Distress: Is Exile Polity a Remedy? A Case Study of Tibet's Government-in-exile." In 2006, he was selected as one of the twenty-four Young Leaders of Asia by the Asia Society, a global organization working to strengthen relationships and promote understanding among the people, leaders, and institutions of Asia and the United States.

In India, he was elected the youngest national executive member ever of the Tibetan Youth Congress (CENTREX), the largest NGO among Tibetans in exile. For the last thirteen years, in his Track II initiative work, Dr. Sangay has organized six unprecedented conferences between Chinese and Tibetan scholars at Harvard University, including a rare meeting between HH the Dalai Lama and thirty-five mainland Chinese scholars in 2003. Prominent scholars on Tibet from Beijing, Lhasa, Dharamsala, Europe and the US have participated. The latest conference titled "Autonomy in Tibet" was held on November 27-28, 2007.

He has given numerous talks on the Sino-Tibet conflict and exile Tibetan issues in various institutes and venues around the world. He has been consulted by the news media, including the BBC, Time, South China Morning Post, Washington Post, Far Eastern Economic Review, and the Boston Globe, and has published articles about the Tibetan issue in the Harvard Asia Quarterly and Journal of Democracy.

Tenzin N. Tethong is Distinguished Fellow, Tibetan Studies Initiative, at Stanford University. He teaches in the History Department and the Continuing Studies Program, and is an Executive Committee member of CCARE (Center for Compassion & Altruism Research and Education), an initiative of the Stanford School of Medicine within the Stanford Institute for Neuro-Innovation and Translational Neurosciences.

Mr. Tethong is a former Representative of His Holiness the Dalai Lama in New York (1973-1986) and Special Representative of His Holiness in Washington, D.C. (1987-1990). He began his work in the exile Tibetan community as a part-time teacher/student at the first Tibetan refugee school in Mussoorie in 1960. In 1967 he joined the Education Office of the Tibetan government in exile as a secretary and translator.

In 1968 he teamed up with his brother Tenzin Geyche and a friend Sonam Topgyal, to start Sheja Magazine, an educational publication, one of the first Tibetan non-governmental initiatives in India. Two years later, as one of four conveners of the first Tibetan Youth Conference, which resulted in the formation of the Tibetan Youth Congress, he served in its first leadership executive committee. During this period he also served as Editor of Tibetan Review succeeding Tendzin N. Takla when the paper moved from Darjeeling to Dharmsala.

During his tenure in New York he established The Tibet Fund and Potala Publications as part of the Office of Tibet, and played a key role in the formation of several Tibetan initiatives in the U.S. and Canada among which are the U.S. Tibet Committee, the Tibetan Association of New York and New Jersey, and Tibet House – New York.

In 1980 he headed the Second Delegation of Tibetan exiles sent by the Tibetan government to tour Tibet and China. When he was transferred as Special Representative of His Holiness the Dalai Lama to Washington, D.C. he established the International Campaign for Tibet which helped secure greater understanding and support for Tibet, including U.S. refugee assistance, radio programs, scholarships, and immigration opportunities for 1,000 Tibetans to the United States.

In 1990 he was one of the first Kalons elected – one of three – by a special Congress of Tibetan exiles in Dharmsala, and served in various portfolios which include Finance, Home, International Relations, and as Kalon Tripa, serving for five years in Dharmsala.

In 1995 he moved to California where, among his many activities, he was advisor to "Seven Years in Tibet", and joined the board of the Committee of 100 for Tibet. He is one of the founding members and current President of The Dalai Lama Foundation, an international organization dedicated to the promotion of peace and ethics. He also serves in an advisory capacity for the local Tibetan Community Center project, and recently launched "Tibet in Exile — Fifty Years", an online documentation effort to commemorate the last fifty years in exile of His Holiness the Dalai Lama and the Tibetan people.

Dharamsala, August 8: Tsewang Rigzin was on Sunday re-elected as president of the Tibetan Youth Congress for the second consecutive term here at the concluding day of its 14th General Body Meeting.

Heading TYC since September 2007, Mr Tsewang's new term will now extend through August 2013. He served as the president of the Portland/Vancouver regional chapter of the TYC before first being elected as the president of the TYC during its 13th GBM in 2007.

"As the newly elected president of the Tibetan Youth Congress I once again want to declare and reiterate my unyielding faith in the restoration of Tibet's lost independence," Mr Tsewang said in delivering his acceptance speech.

"In working for the cause of Tibet, we must not and cannot afford to forget the supreme sacrifices being made by brave Tibetans inside Tibet," he said.

Founded in 1970, the Tibetan Youth Congress is the largest NGO in the exile Tibetan community seeking complete independence for Tibet, a radical position opposed to the 'Middle Way' approach as proposed by the Dalai Lama and adopted as an official policy by the Tibetan Government-in-Exile.

Mr Tsewang also repeatedly appealed members both at the central and regional levels to continue to show resolute determination and sincerity to work towards the cause of Tibet and its people.

"It is my earnest appeal here today to all the members not to let partisan feelings and individual differences to come in the way of organisation's larger goal of regaining Tibet's independence," he said.

Describing TYC as an indispensable organisation for the Tibetan freedom struggle, Mr Tsewang said its members must not fail the trust and confidence placed by so many Tibetans both in and outside Tibet in the organisation's work.

His appeal echoes the rifts that have surfaced within the working of the organization’s central executive members, both during the previous and current executive body.

Elected for a term of three years, the executive body, called the Central Executive Committee (CENTREX), supervises the entire functioning of TYC, provides guidance to the 'Regional Working Committees' and represents TYC in all national and international forums.

Over 170 executive members from 47 regional chapters based in Bhutan, India and Nepal, and members representing chapters in United States, Canada, Taiwan and Europe took part in the seven-day general body meeting, which began on August 2.

The GBM is the highest decision making body of TYC. The body elects not less than ten members for the central executive body.

Mr Tsewang and his newly elected team members will begin their new term next month.

Dhondup Lhadar, who is currently serving as the organisation's general secretary, was elected to serve as the new Vice President in the next executive body. Tenzin Choekyi, a former TCY CENTREX member and a member of Dharamsala RTYC, was declared elected as the new General Secretary.

The General Body Meeting also re-elected Tenzin Norsang, Tenzin Yangzom, Penpa Tsering and Kunchok Yamphel, who are currently serving as the organisation's Joint Secretary, Secretary for International Affairs, Organisation Secretary and Public Relation Officer respectively.

Tenzin Dolma of Delhi RTYC, Yeshi Tharchen of Deckyi Ling (Dehradun) RTYC, and Jigme of Varanasi RTYC are other newly elected CENTREX members.

The CENTREX members are normally required to work in TYC’s head office based here in Dharamsala, the seat of the Tibetan Government in Exile and hometown of the exiled Tibetan leader, the Dalai Lama.

Release Runggye Adak: Take Action

On August 1, 2007, Runggye Adak, a nomad from Lithang, Kham in eastern Tibet was arrested for publicly calling for the return of the Dalai Lama to Tibet. During the Lithang Horse Racing Festival in Tibet, Runggye took the microphone on the stage and called to the crowd,"These days there are those who say we don't need the Dalai Lama. The Dalai Lama is the one that we six million Tibetans truly [need]...".For this simple act of expressing his opion Runggye Adak was promptly arrested and later sentenced to eight year in prison for “provocation to subvert state power”, along with three other Tibetans, Adak Lupoe, Jamyang Kunkhyen and Lothok, who attempted to tell people in the outside world about Runggye Adak's arrest.
In response to Runggye Adak’s arrest, over two hundred Tibetans congregated outside Lithang police station to appeal for his release. Eye witness reports describe how police and soldiers violently dispersed local gatherings in Lithang by using tear gas, stun grenades and metal batons. Hundreds of local government officials have been ordered to attend meetings to condemn Adak’s actions.
When Runggye Adak was sentenced he was said to have told the court: “I wanted His Holiness to return, and I wanted to raise Tibetan concerns and grievances, as there is no outlet for us to do so. That made me sad and made me act.”

Dr. Lobsang Sangay is a Senior Fellow at the East Asian Legal Studies Program at Harvard Law School. He studied at CST Darjeeling, BA (Hons) and LLB in Delhi University and in 1992, was a member of the Central Executive of Tibetan Youth Congress (CENTREX). He did his LLM (Masters) in 1996, and in 2004 earned Ph.D. degree and became not only the first among six million Tibetans but also from Himalayan region including Bhutan, Nepal and Mongolia. After spending six years doing research mainly in Dharamshala, he wrote his doctoral dissertation on Democracy and History of Tibetan government in exile from 1959-2004 for which he was awarded Yong K. Kim 95 Special Award of Excellence. He also authored a book on Human Rights in Tibetan language. He travels around the world giving lectures on Tibet and has published in several journals and books and was selected as one of the twenty-four young leaders of Asia in 2006 by Asia Society based in New York, USA. Dr. Lobsang Sangey, is being seen as a strong contender for the 2011 Kalon Tripa (Tibetan Prime Minister-in-exile) in the upcoming General Election.
Following is the interview with Dr. Lobsang Sangay by Rinchen, a student of University of Utah in U.S.

1. You are considered as one of the leading candidates for the Kalon Tripa Election. How do you feel?

I’m humbled to see my name mentioned as a viable Kalon Tripa candidate. I would like to extend my heartfelt gratitude to fellow Tibetans for their support and encouragement. Whether I win or lose, I will do my best to live up to their expectations and continue to work for our sacred cause. Ultimately, Tibetan democracy and its electoral process should be the winner which is only possible through public participation and I will duly serve my role to engage in every possible way.

The fact that an ordinary Tibetan raised in a refugee settlement camp and a Central Tibetan School (CST) is seen as a potential Kalon Tripa is, in my view, evidence of the progress our community has made in the last five decades. It is a testament of confidence in the new generation of Tibetans which is the fruit of His Holiness the Dalai Lama’s far-sighted vision and his tireless effort to promote reforms and democratic practices in our society. The Tibetan Legal Charter states that any able Tibetan above the age of 35 can aspire for such a high-profile office in the Tibetan Government-in-Exile.

2. Your potential candidacy for Kalon Tripa has generated a good deal of attention. Many Tibetans are keen to know what you’ve been doing in the United States for the last fifteen years.

I came to the United States in 1995 on a Fulbright Scholarship, and attended Harvard Law School. After completing my Masters, Harvard offered me a scholarship and I enrolled into a Ph.D program there.

Upon completing my Ph.D. in 2004, I wrote to the Department of Education in Dharamsala about my status, my academic work including Track II Diplomacy with Chinese scholars and sought their guidance. On 17 June of 2005, Sherig responded with a decision that academic work at my university will be considered equivalent to Tibetan community service, thereby waiving my service bond. The Fulbright Program endorsed my academic and Track II Diplomatic work and strongly supported my stay at Harvard. On 13 February 2007, the US Department of State granted me a visa waiver. I got appointed as a Research Fellow at the Harvard Law School and promoted to a Research Associate in 2008. I still maintain the Indian Certificate (IC) for travels, including to India.

On the academic front, in the last fifteen years, instead of pursuing a private lucrative career as a lawyer like most of my Harvard classmates, I have steadfastly worked on how best to help Tibet and Tibetan people. I have taken courses from and interacted with the best minds in the world on China, international politics, democratic constitutionalism, leadership, conflict resolution, human rights, western philosophy and anything that will strengthen the case of Tibet. I spend every day trying to do something on Tibet and regularly travel around the world to promote the Tibet issue.

3. To whom do you credit the accomplishments you have had so far in your life, and who inspires you?

I’m reminded of my graduation commencement in 2004 when my good friend, the late Tendar la of the Office of Tibet in New York, asked me a similar question for a piece for Phayul (http://www.phayul.com/news/article.aspx?id=7093&t=1). The three things that I have and continue to be profoundly grateful for are His Holiness the Dalai Lama; my parents who never understood why I took much longer studying in University than in high school; and the Tibetan Government-in-Exile. When I didn’t have much, Tibetan government under the leadership of His Holiness provided and protected me. Now having stood firmly on my feet both professionally and personally, I remain committed in doing all I can to strengthen and sustain the achievements resulting from the hard work of elders in laying a solid foundation for the Tibetan government and our movement.

4. Websites and current Blogosphere discussions have you and Tenzin Namgyal Tethong la as the two leading candidates for the 2011 Kalon Tripa elections. Your thoughts?

It is an honor to be mentioned along with Trisur Tenzin Namgyal Tethong la, whom I know well and have respect for. I believe it’s still too early as the initial chatter and buzz has been mostly internet-generated through various websites, blogs and chat rooms among youths and netizens but the majority of Tibetans have limited access to the Internet.

I’ve highlighted the dismal voter turnout in the 2006 Kalon Tripa election where more than seventy percent of eligible voters did not vote --- a lower turnout than Iraq and Afghanistan where citizens voted in spite of voter intimidation and a real threat of being killed. (http://www.phayul.com/news/article.aspx?id=26694) Will 2011 be different? I’m hearing Tibetans might want something different than the status quo. Well have to wait and see. I hope we have much higher voter participation this time around. Regardless of who you vote for in the Chitue and Kalon Tripa elections, I urge every eligible Tibetan who can vote to register before the August 18, 2010 deadline. Please contact your local Tibetan associations ASAP.

5. Some have highlighted the experience of working in Dharamsala as important requirements for the Kalon Tripa post. Your thoughts?

Like elections in any other country, the upcoming Kalon Tripa election will among other things be a choice between the status quo and change. The people content with maintaining the status quo will obviously play up the experience card, but those wanting change will be advocating for a candidate with a fresh set of eyes and ideas.

Recently, Indians voted for the status quo and re-elected Prime Minister Manmohan Singh. Similarly, in 1988, Americans voted for the status quo and elected the then Vice-President Bush Sr. as the President of the United States of America. But recently in the United Kingdom, change as represented by David Cameron and Nick Clegg (43 and 42 years old respectively) trumped the experience of Gordon Brown and his Labor Party. Likewise the American Presidential elections of 1992, 2000 and 2008, when lack of experience in Washington DC was made an issue but the advocates for change prevailed. In 1992, Bill Clinton defeated the incumbent President Bush Sr. Governor Bush Jr. of Texas defeated the more experienced and Washington DC-based Al Gore in 2000. In 2008, a young senator (46 years old Obama) surprised both his more experienced primary challenger (Hilary) and his eventual opponent (McCain).

So experience albeit important is not the determining factor. Because, at one point, everyone starts anew or afresh as the President or Prime Minister, and faces new sets of challenges and opportunities. Ultimately, like with any new government, the success of Kalon Tripa will depend on team work. As long as you have a combination of seniors with experience and wisdom, the young professionals, women, and educated people who have knowledge and respect for Tibetan tradition and culture, the Kashag will succeed.

In relation to my experience: even though I have not worked in Dharamsala from 9-5 in an office, I understand Gangchen Kyishong pretty well. Whenever I am invited by the government, Parliament, Tibetan Youth, Women or other organizations to give lectures and workshops, I have often obliged. Having traveled there almost every year and spent anywhere from few weeks to few months, I interact and have strong relationships with every level of Tibetan leadership with the respected Kalons, Chitues, administrators in bureaucracy and activists in non-governmental organizations. Having consulted a number of them, many seem to be confident that I can do the job.

I have a fair understanding of politics in Dharamsala, as I spent six years doing research for my doctorate dissertation and interviewed the “who’s who” of the Tibetan community from late Kundeling Kungo, Kungo Tara, Sandu Rinchen to the present Kalon Tripa Samdhong Rinpoche not to mention the Kalons, Chitues, civil servants and personalities of NGOs. Having written extensively on the founding of the Tibetan government and democracy from 1959 to 2004, I believe I have a pretty good grasp of the inner workings of Dharamsala.

Yes, administrative experience is important, but administration is essentially about law. Having researched the Tibetan constitution and the Charter, Indian, American and other comparative constitutions, I am pretty confident that my twenty years of legal background will come in handy. It is not a coincidence that many of the world leaders are lawyers. President Obama and Hillary Clinton are both lawyers. Vice President Xi Jinping and Vice-Premier Li Keqiang of China, who will take over as President and Prime Minister in 2012, have legal backgrounds. President Ma Ying Jeou of Taiwan is also a lawyer.

Most importantly, I’m very secure in knowing that I understand and can empathize with the average Tibetans. I am familiar with the situation in the Shichaks (Tibetan settlements). I know what it feels like to go through another season of poor harvest in the Shichaks or warm weather for the sweater-selling season in the winter. I have lived in a Shichak, accompanied my parents on sweater-selling trips, and eaten the Tingmo and Dal, the staple diet at various Tibetan schools. Because of these experiences, I would consider it a privilege to return to Dharamsala and serve under His Holiness.

6. What do you see as some of the key responsibilities of the next Kalon Tripa?

First we have to define whether the Kalon Tripa is a leader or an administrator. If Kalon Tripa is simply an administrator, then experience, both institutional and personal, is a must. However, His Holiness himself has stressed, as our democracy progresses, the Kalon Tripa should assume more political leadership. Organizational studies define the core qualities of leadership as vision/planning; the ability to communicate and inspire; the courage to lead and execute, among many others, with experience as an additional skill.

For the Kalon Tripa as a leader, the primary responsibility is to resolve the Chinese occupation and alleviate the challenges faced by our brave compatriots in Tibet. Secondly, it is to gain support from the international community and to raise the profile of the Tibetan government which is rather weak. Thirdly, the Kalon Tripa has to sustain and strengthen our exile government in India while at the same time securing support from the Indian public. Fourthly, the Kalon Tripa must monitor daily developments in China and strategize our short and long term plans and policies to deal both with the government and the people of China. Lastly, the Kalon Tripa must be cognizant of the aspirations and anxieties of Tibetans inside and outside Tibet, and must ensure the welfare of the exile community both in Asia and the West. Within this it is important to interact with and nurture our youth to engage in the Tibetan government and the Tibetan movement.

If therefore the Kalon Tripa is a leader with these responsibilities, the last two decades of my life have given me extensive experience in all these five categories. My interaction with hundreds of top Chinese scholars as well as intellectuals, diplomats and leaders from around the world have given me a close view of global real politik. In depth exchanges with scholars and students from Tibet have enriched my understanding of their aspirations, their current reality and the complex path towards resolution. And needless to say, growing up in India provided personal affinities with Shichaks and Indian communities.

7. Several Tibet Support Groups and activists advocate using the Chinese legal system to make a case for Tibetans inside Tibet. What would you, as a legal scholar, bring to the table if you were elected as the next Kalon Tripa?

I have fifteen years of experience directly interacting and debating with Chinese scholars. I know quite a bit about Chinese politics and laws as well as the Chinese mindset. Through multi-track diplomacy, I have brought together hundreds of Tibetan and Chinese scholars in unprecedented ways at various large conferences at Harvard.

I am in agreement with Tibet supporters that one tactic is to conduct a thorough examination of existing Chinese laws and use them to alleviate challenges facing Tibetans in Tibet. As Vaclav Havel, the former President of Czech Republic stated in his seminal book, “The Power of the Powerless,” when a state mistreats people, it uses law as a justification. Therefore, the power of the oppressed is to utilize the same law to seek redress. It is a win-win proposition, because you can prove either that China does not abide by its own laws if they do not implement their laws or if they do implement, then we can gain our rights. As you might know, Nelson Mandela, Mahatma Gandhi and Jawaharlal Nehru were all lawyers who used their oppressors’ laws to gain rights for their people. I humbly feel my years of having studied Chinese politics, Chinese laws and monitoring the legal situation in China will come to good use in our movement.

8. How does religion play a role in your life?

Religion plays an important role in my life. My late father was a monk in Tibet, but disrobed during escape and later settled in India. Everyday, he recited his prayers and imparted to me as a child the importance of religion. My mother, who lives with me, prays daily and still does her 108 prostrations despite knee and back problems. My wife ends her day with a short prayer book. Since August of last year, I have attended three teachings by His Holiness. I hope to attend an upcoming teaching in Dharamsala in September. I am doing my best to fulfill my late father’s parting words, that one can only take religion when you leave this world. Obviously, these teachings help me pray for my late father, loved ones, Tibetan compatriots and sentient beings in the world. As the saying goes, “Serving our society is also dharma.”

9. You recently visited various Shichaks in India. Where did you go and do you plan to go again?

Just to make it clear, before coming to the US, I had visited many Shichaks in different capacities, including Himachal and Uttaranchal, Mainpat, Bylakuppe, Hunsur, Kollegal and obviously many settlements in Nepal and the North East as I am from the area.

This June I was invited by few organizations to give a workshop on “The State of the Tibetan Movement: Ten Powers.” I want to sincerely thank all those who organized the visit to Shichaks, monasteries and schools. It’s always a humbling experience to visit the Shichaks, and I feel at home in the Shichak settlements.

This time my India trip took me again to Hunsur, Kollegal, Byllakupe and Dharamsala. But it was my first time to Mundgod. I also visited all the major monasteries in Southern India, and several schools. Altogether with this and previous trips, I have now visited almost sixty percent of all the shichaks, important monasteries belonging to the Nyingma, Kagyu, Sakya, Geluk, and Bon traditions, and many TCV and CST schools. I hope to cover seventy five percent of all the shichaks before the preliminary election (Oct. 3rd) for the Kalon Tripa.

In addition to the shichaks and schools in India, I have met hundreds of fellow Tibetans in North America, Europe and Australia. My profession as a scholar enables me to participate in scholarly gatherings around the globe where I have met and interacted with numerous scholars from Tibet as well.

I am a strong believer that one of the best ways to consolidate and energize our democracy is to strengthen the democratic process. I am fortunate to be provided this great honor and fantastic opportunity to be a candidate for this high profile position, so it is incumbent upon me to do my utmost best. I traveled to Shichaks to meet with people, monks in monasteries and students and youth to understand their aspirations, anxieties, optimism and challenges. I strongly believe a good leader is one who interacts with and understands people’s mindsets. Hence I urge every potential candidate to travel and meet with fellow Tibetans as such experience will only help you become a better Kalon Tripa.

I have engaged in debate in Switzerland, and in Portland, Oregon, and have an upcoming debate in San Francisco, California. I am doing my best to create awareness about our democratic system, and also learning a lot in the process. I hope that others will follow suit.

10: Are you standing for the post of Kalon Tripa?

I will issue a brief and simple press release explaining why I will go through the preliminary round of the Kalon Tripa election. This is another effort on my part to strengthen our democratic process by taking every formal step of a regular election campaign. So in the next election, candidates will conduct themselves in a like manner and participate as in any other normal election in any other democratic nation. When candidates are actively involved in the election process, voters will also be actively engaged and involved. If this happens, it will be my contribution to the Tibetan community, to our democracy and to our movement.

Please register by August 15th and go vote in both the Chitue and Kalon Tripa election. I wish the candidates all the best and all my Tibetan brothers and sisters a better tomorrow. Tashi Delek

PM visits Tibetan settlements in Himachal state

Dharamsala, July 22: Prime Minister of Tibet's government in exile Prof Samdhong Rinoche is on a nine-day speaking tour of Tibetan settlements located in the northern Indian state of Himachal Pradesh.

The tour is mainly to educate Tibetan communities on the policies of the Central Tibetan Administration, a report posted on the government website said.

The latest tour by the prime minister follows his earlier visits to Tibetan settlements in south and north-eastern parts of India last month.

During his visit to settlements in Shimla, Dholanji (in Solan) and Mandi from 19 to 22 July, Rinpoche reportedly spoke on his administration's effort to seek genuine autonomy for Tibet through the Middle-Way policy of the exiled Tibetan leader, His Holiness the Dalai Lama.

The prime minister, who is currently serving his second consecutive term in the office, also briefed the Tibetans on the financial position of the Central Tibetan Administration and the upcoming Tibetan elections, and answered questions from the audience.

During his interactions with school children in Shimla and Dholanji, Rinpoche spoke on the importance of specialisation in academic fields.

The tour will take him to Chauntara, Bir and Tashi Jong.

According to an earlier announcement, the PM is also expected to visit Pandoh and Kullu Manali during the tour that will end on 26 July.

Out of the 39 Tibetan settlements in India, 14 are located in Himachal Pradesh, which is home to over 33,000 Tibetans.

Tibetan Government-in-Exile has been based in Dharamsala, also in Himachal Pradesh, since it was re-established outside Tibet after China took complete control of the country in 1959.

Both the political and spiritual future of Tibet should be decided in a democratic fashion, the Dalai Lama said Saturday during a visit to Japan.

The Dalai Lama arrived in Tokyo on Friday and is scheduled to speak in Nagano, Kanazawa and Yokohama before leaving this country on 28 June.

Asked in an interview with The Yomiuri Shimbun if he intended to name a successor as leader of the Tibetan government to continue negotiations with China after his death, the Dalai Lama spoke of the elections held by the Tibetan government-in-exile every five years since 2001. The next election is scheduled for 2011.

“I’m never involved,” the Dalai Lama said as he travelled by Shinkansen bullet train to Nagano. “If I favour one person, then I think many people go that way, so it would not be pure[ly] democratic.”

“It’s entirely up to the Tibetan people,” he said. “Political leadership is quite well established, so it’s not my concern.”

Regarding the spiritual leadership of his country, the Dalai Lama said the Tibetans and other concerned people, such as members of the Himalayan region of Buddhists, should decide whether they want the position of Dalai Lama to continue after his death. “If the majority of them feel the Dalai Lama institution is no longer relevant, then that institution [should] automatically cease, no problem,” he said.

The Dalai Lama said he believed that if he were to pass away within the next few years, most of the people concerned would want the institution to continue. The issue has been discussed at gatherings of Tibetan spiritual leaders over the last two or three years, the Dalai Lama said, but not finalised.

“These spiritual leaders of different Tibetan Buddhist tradition, they all have the responsibility. It cannot be decided by myself.”

MR. CHIME YOUNGDUNG, PRESIDENT OF THE NATIONAL DEMOCRATIC PARTY OF TIBET, IS VISITING BELGIUM ON HIS EUROPEAN TOUR.

Mr. Chime Youngdung, the President of the National Democratic Party of Tibet (NDPT), is visiting Europe at this moment. United Nations for a Free Tibet has invited Mr. Youngdung to Europe. From 21st June to 18th July 2010 he will travel in 6 different countries.

Chime has started his tour in Belgium. He arrived in Brussels, the capital of Europe, on Monday 21st June. During 5 days there are 7 activities planned for him by Mr. Dennis Barbion, UNFFT Ambassador for Belgium and Europe. The local coordination is done by Mr. Jamyang Dorjee and his assistant.

On Tuesday 22rd June Mr. Youngdung had a meeting with representatives of Tibet Support Groups in Belgium: “Vrienden van Tibet” (Friends of Tibet Belgium) and the Tibetan Development Fund. During this meeting that lasted one hour and a half, Chime gave an introduction about the NDPT, and explained about the very important Kalon Tripa elections 2011. Mr. Youngdung emphasized the importance of democracy, a democratic system with several political parties and a two chamber system in the Tibetan Parliament: one chamber of people who are directly elected by the Tibetans worldwide and one chamber with representatives of the different regions in Tibet and the Tibetan buddhist schools. The NDPT emphasizes the importance of well educated, young and active members of the new Tibetan Parliament, who also speak English. The NDPT finds it extremely important for the future that young Tibetans are well and highly educated. The party also organizes workshops. Last year the NDPT had a workshop with Tibetan students political science in Italy, in coorperation with many Tibet groups in Italy, the University and the province of Sienna.

The NDPT has about 4000 members in India, Nepal and Bhutan. Mr. Youngdung is already 4 years President and when he became President the party had 6-7 regional chapters. Nowadays the NDPT has 33 regional chapters.

On Wednesday 23rd June Mr. Youngdung had an interesting meeting with Mr. Tashi Wangdi at the Office of Tibet in Brussels. Mr. Wangdi is the official representative of H.H. the Dalai Lama and the Tibetan government in exile. The office in Brussels is the main Office of Tibet in whole Europe. Although the political stands are totally different between the Office of Tibet and the NDPT, the meeting was open and cordial. Political discussions, an exchange of ideas and dialogue are however always interesting and important.

On the same day, Chime had a meeting with the Tibet Intergroup in the European Parliament in Brussels. Mr. Youngdung introduced the NDPT and commented the Tibetan elections and the positions of his party. Afterwards the members of the European Parliament asked all kinds of questions, and especially Mr. Thomas Mann, the President of the Tibet Intergroup, was very interested.

On Thursday 24th June Chime has a meeting and discussion with several Belgian politicians who support Tibet. On Friday 25th June Mr. Youngdung has an interview for a Tibet Support Group and later on that day a meeting and discussion with representatives of Friends of Tibet Luxembourg. On Saturday 26th June there is a meeting with the Tibetan Community in Belgium.

Chime is also going to visit Germany, Spain, France, Switzerland and Austria. After his European tour he goes to Ladakh in India and Nepal.

Karma Yeshi was born and raised in exile and did his schooling from CST Puruwala, Poanta Sahib and Dalhousie. After a few months’ military training and later he pursued higher studies and earned degrees in B.A. Honst.,B.Ed. and Interpreter-ship in language from Punjab University, Chandigarh. He taught at the CST Puruwala for four years from 1990, got elected as the Vice-President of Tibetan Youth Congress Centrex (TYC) in 1995 and, again, in 1998. He did the editing work of Tibetan, "Rangzen" magazine of TYC and also took part in a 26 days fast-unto-death protest in front of the United Nations office in Geneva during the UN Human Rights Commission meeting there in 1999. He was imprisoned for taking part in Tibetan protest actions for few times. He has initiatively led many workshops and leadership trainings for Tibetans, attended many national and international conferences representing TYC. He earlier got elected to the 13th and also to the 14th ATPD. From March 2003 he has been the Editor-in- Chief of the Voice of Tibet radio news service.

Chime Youngdrung is the President of NDPT. His achievements are: In 1993, awarded for Best Boy of Central School for Tibetan Mainpat. He completed his Teachers' training on PRT at Sarah Institute in 2000 and he actively took part in many workshops for the leadership trainings.His experiences: Since from 1994, he served in various curriculums while he was in Varanasi University; for office work, cultural, drama, debate, president and so on as well as he actively participated in most of the demonstrations organised for the Tibet causes. He served as an Assistance Secretary at India Desk (DIIR), Tibetan Government in Exile and over a year he did Multi- subject Teacher in Serkong Primary School, Lahoul Spiti, (HP). In 2001, he participated in the Gujarat earthquake relief works and in 2002 founded member of Gyelshen Lhenzom (Patriotic Get- Together) and worked as the main coordinator of the movement. From 2000 to 2004 he was a District Executive of Bharat Tibbat Sahayog Munch (BTSM) and from 2004 to 2006 he served as a General Secretary of NDPT.His Current Responsibilities: President of National Democratic Party of Tibet, District Incharge, BTSM, Indian Tibet Support Group. Member of Tibet Friend Hokkaido, Japan and member of Indo- Tibetan Friendship Society. State Executive Member of Himalaya Parivaar and Executive Member of Himachal Human Rights Council. He is actively involved in many National and International programs and activities every where. And attended many conferences and talks in Europe and India, where he also got many awards for his activities. Dawa Phunkyi was born in 1963, in Dharamsala, India, where he is now the Chief Administrator of Tibetan Delek Hospital. He studied at the Tibetan Children’s Village school, Dharamsala, and earned a Diploma in Health Management and a Post-graduate Diploma in Health Administration from CMC, Vellore, and St. John’s Medical College, Bangalore, respectively. He was earlier a Project Officer in the Deptt. of Health, CTA, and had also served as the Secretary of Tibetan Delek Hospital. He had also served other NGOs in various capacities, including as the President of the Regional Tibetan Youth Congress, the General Secretary of the National Democratic Party of Tibet, the Senior Vice-President of Indo-Tibetan Friendship Society, Director of Community Service Rotary Club, Dharamsala, and Vice President of the U-Tsang Cholkha Association. He has visited Australia, Italy, South Africa, and England in his official capacity and also USA and England privately. He became a Deputy for the first time during the 13th and later 14th ATPD.

Dr. B. Tsering finished her Bachelor of Science from Banaras Hindu University in 1975 and Bachelors in Education from Bangalore University, 1977 and Masters in Botany from Punjab University in 1990 and later finished her Ph.D. Education from University of Virginia, USA in 2001.Professional Experience: President, Tibetan Women’s Association, 2003-2009 Responsibilities include:Educate international community about the situation of Tibetans, particularly violation of reproductive rights of Tibetan women under the Communist Chinese government in Tibet.Empowerment of Tibetan women in exile by organizing Women’s Leadership programs, Workshops on Women’s reproductive rights, health, political participation, gender sensitizing, etc.Publish empirically researched reports on the status of women both inside and outside Tibet.Political campaigns for the freedom of Tibet.Teaching:Joined Tibetan Children’s Village (TCV) School in Dharamshala in 1977.Taught grade 7-10, 1977-1988.Taught Biology to grade 11 and 12, 1990-1997.Ass. Sonam Sangpo had given service to the International Lions Club for a long duration in different posts since from 1992. From 1998/2000 he was the Central Executive Member of NDPT and later served as Central deputy secretary of NDPT for 3 years and from 2006 to 2008 he has served as Vice-president of NDPT. He also served as a president of Local Tibetan Assembly of Tashiling and later from 2007 to 2009 as an executive of Ngari Chithun Tsopa.Currently he is an International Relation Secretary of National Democratic Party of Tibet. Representative of Antipodeans Australia for India and Nepal, Project Coordinator of Cheltenham Bournside School UK, District Chairperson for Lions Quest Teachers Training in Nepal and Project coordinator of Fordays Japan.He was awarded for; Outstanding President of Lions Club 1992/93, outstanding District Chairman of Lions Club of International 1996/97, Best District Chairman of Lions Club of International, Best Lions of Year 1997/98, Best Region Chairman of Lions Club of International, International President's appreciation 1999/2000 and Project coordination appreciation from ITE Bashan Singapore.

Jamyang Dorjee was born in 1954 near Lhasa, Tibet. After finishing his schooling he was graduated from Delhi University, whereas he is well versed in Tibetan, English, Hindi and also Nepali language.Work experiences;From 1988 to till 1994, he served in the Indian Administration at Sikkim as a joint secretary and voluntarily retired in 1994 to serve the Tibetan Community. He served as a Deputy Secretary in the department of religion and Culture of Tibetan Government in Exile under the guidance of His Holiness the Dalai Lama and then as a Director of Tibetan Institute of Performing Arts from 1994 to 2000. In the year 2001 he was transferred to Delhi as a special officer, in the office of the representative of His Holiness the Dalai Lama basically to coordinate between the Indians and Tibetans. He voluntarily resigned from Central Tibetan Administration in 2004, after 10 years in the exile government, to serve the community as a member of Non- Governmental Organization. He was member of TYC from 1994 to till 1999. Currently he is stationed in Delhi. He is widely traveled and has 28 years of administrative experience and credibility in the community. Presently he is a co-chair of ITSN (South Asia).

Tsetan Norbu, Studied up to MBA from Tribuwan University, Nepal and received Diploma in Social Leadership from Xavier University, Philippines and received training Export Marketing through Asian Productivity Organization (A.P.O.) Tokyo, Japan. Work Experience: Started service at Reception Center under the Office of Tibet, Kathmandu in 1980-1984. Worked for Tibetan Research Center, Darjeeling ( Desung Delyo lekhung ) for ten years. Served as president of TYC Centrex for six year and currently serving as Member of Parliament. Social Engagement:Founder Director of Tibet Institute, Kathmandu since 1991. And carried numerous seminars, workshops, etc with the participation of the then Nepali Prime Minister, Ministers and imminent personalities of Nepali Society. Published and edited SAMBODA magazine and Samboda Information network fortnightly in the 90's. Served as member of Rangzen Tsokchung, Sane Drotsok and President of RTYC Kathmandu. Also served as Vice President of SEARSOLIN Alumni Association, Executive Secretary of Nepal Carpet Industries Association. Currently serving as Vice President of Lumbini Foundation.Attended numerous national and international conferences including the Sessions of UN Human Rights Commission in Geneva, UN Habitat Conference in Istanbul and Related Conferences of UN Conferences on Racial Discrimination. Presented numerous papers at different conferences on the issue of Tibet and Human Rights. He was elected to the 14th ATPD..

Acharya Yeshi Phuntsok was born in 1962 at Leh, Ladakh, India. He obtained his Acharya degree from the Central Institute of Higher Tibetan Studies (CIHTS), Varanasi in 1988. From 1983 to 1987, he served on various Student Committee posts at the CIHTS. In 1989 he helped to organize the first International Tibet Support Group Meeting. He served at the CIHTS from 1989 to 1991. From 1992 to 1994 he served at the TCV School Suja as its academic administrator and Tibetan language teacher. From 1994 to 2004 he was the Joint Secretary of the National Democratic Party of Tibet and later became its President. In 1999 he founded the Bharat Tibet Sahyog Manch (BTSM) and attended the UNCHR Sub-Committee Session at Geneva on 3 August 2000. From 1997 to 2004 he attended various National and International Conferences. Currently, he is the President of the Ngari Chithun Association and he works with the Tibetan Parliamentary and Policy Research Centre as its executive programs officer.

Passang Tsewang was born in 1941 in Tibet. From 1948 to 1952 through self-studies he learned Tibetan reading and writing. In 1959 after the Chinese occupation of Tibet around 15 Tibetan youth were send to study for 6 months at Chinese camp and he was one of them. After his graduation of 6 months study, he served in the office of Domo Shen and Tsodue Choe office till 1962 and in that same year under the order of Chinese Government, all educated youth has been send to help out in the farm. In 1962, all over the Tibet- Welfare office was inaugurated and he had been serving in Phyari Welfare office till 1970 with fully sincerity. In 1970, he was arrested by the Chinese under the accusation of cutting the phone wire during the war between China and India in 1966-1966. He was imprisoned till 1973 along with 21 Tibetans. After his releasing he escaped to India and since from 1974 he started to serve actively and sincertely in exile, starting from Husur Tibetan settlement in opening the RTYC and served over 9 years as its member. Also in 1992 he was one of the pioneer members of NDPT and later served as Joint Secretary at the Centrex for 4 years. From 1998 to 2005 he served as lawyer in Tibetan court, where he faced over 12 opponents and he won 3 times out of 12. Currently he is serving as a Tibetan exile lawyer.

Ngawang Lhamo Kanag was born 1956 in Dhingri, Tibet and now lives in Dharamsala, Himachal Pradesh, India. She studied at the Central School for Tibetans, Shimla, and graduated from Punjab University, Chandigarh. She received her B.Ed. degree from Banaras Hindu University and taught at the Tibetan Children’s Village schools in Dharamsala and Ladakh. She had served as the President of the Regional Tibetan Women’s Association (TWA) in Ladakh and as General Secretary of the Central Executive Committee of the TWA. Currently, she is the Director of Nyingtop Ling Tibetan Handicapped Children’s Craft Home, Dharamsala. She was earlier elected to the 12th, 13th and 14th ATPD.

Tsering Youdon was born in 1963 in Dehradun, India, and currently lives at Hunsur Rabgayling settlement. She earned a diploma in Secretarial Practice and computer from Bangalore. From 1983 to 1991 she worked at the Myrada Plan on various posts like sponsorship Secretary, Program Asstt. and system supervisor. In 1991 she worked as Project Officer at Rabgayling Tibetan Settlement office. From 2000 to 2005 she served as a member of the regional election committee. From 1997 to 2000 she was the President of Regional Tibetan Women’s Association. In 2004 she was elected as the president of Parents’ Association. From 30 August 2001 to 31 August 2004, she was the treasurer of the Regional Tibetan Youth Congress and from 1 September 2004 to 31 May 2006 its Vice-President. Simultaneously, from 1 April 2004 to 31 August 2006, she was the elected President of TRL Co-op. Society Ltd. She was earlier elected to the 14th ATPD.

Lungrig Gyal was born in North-Eastern of Tibet near the Southern Tso-Ngopo of Tibet in 1975, where small town of Due-shal which was located with over 3500 families are settled and his family traced back to 3 continues generations.Had elementary schooling from Due-shal junior school for 5 years and then in 1989 he was admitted to Guing Hor Public Middle school for 3 years.After arriving in exile, he was admitted to Tibetan Transactional School under the management of Tibetan Reception Centrex for two years learning English language. And through writing paper examination in 1998, he acquired a job at the Tibet Times and gradually promoted to senior journalist and then to assistant-editor. From 2006 onward he had been serving as an editor of the Tibet Times. Over all he had served 12 years of his life at "Tibet Times". While he was serving in the Tibet Times, he had produced a book call, "Are you willing to be a Journalist?" in 2007 and for 3 years he had served as a Vice-President of Tibetan Media Association

Sonam Gyaltsen was born in 1973 in Tibet. From 1979 to till 1988 he had attended an elementary school in Tibet. Later he was admitted to Domey Jangur Dhitsa Monastery, where he studied Tibetan Buddhist philosophy, Tibetan history and Tibetan grammar. From 1993 to 1995 he studied English from Tibetan Transactional School and later from 1995 to 1997 he took Teachers Training Course from Sarah College.Since from his graduation till now he has been teaching Tibetan History at Sarah College along with that he took lots of classes for the new comers and also for training course for the newly Tibetan Government employee as well as took classes for the monks of Tzongsa Sheda monastery for a year.From 2005 to 2007, for 3 years he had been the member of 5th Dharamsala Community Association and from that same year he was appointed to a Sarah Education Committee Member. From 2008 onward he served in the 1st term of Middle Path office as an executive member for a year and later for the 2nd term. He actively participated in many of intellectual programs and at the present he is a lecturer of Tibetan Higher Institute of Sarah College.

Mogru Tenpa was born in Amdo, Tibet. In 1993, he arrived in exile, and admitted to Palden Gomang Monastery, where he studied Rajampa and later graduated from all classes. In 2000, he actively participated in the 1st Board of Editorial members and also served for regional Chetsok Melonk as journalist. His active social activities are; teaching at Gomang Monastery and also taught at Bhokar Shedra. He published a book for the remembrances of Panchen Gedun Choekyi Nyima. He had actively taken many initiative intellectual programs as well as participated in many of such programs. Through election he was elected by the public as President of Regional Tibetan Freedom Movement Committee, regional member and member of poverty checking. Member of Middle Way Approach office and took in charge of Mundgod- regional Solidarity Committee and he had been very active figure in many activities within monastery or in society. In 2009, he was appointed an abbot and teacher of Russian based Green Tara monastery (Dol-Jang) but came to his people in India. Currently, he is an editor of Middle Way Newspaper (U-Meylam) and the director of Ghangjong Phonya Network and also advisor of Tibetan Education support group.

Dolkar Lhamo Kirti was born in 1959 in Darjeeling, India, and currently lives in Dharamsala, Himachal Pradesh, India. After completing school from CST Dalhousie, she did secretarial Training Course and taught at the West Point School, Darjeeling, from 1979 to 1982. She was actively involved in local community affairs in Darjeeling and had served as the President of the Tibetan Women’s Association, Central Executive Committee, for 2000-2003 and again got elected to the post for the 2009-2012 term. She was earlier elected to the 11th, 12th, 13th and 14th ATPD.

China’s Take on New Zealand Scuffle

China’s government has finally offered its side of the story of Friday’s scuffle between New Zealand legislator Russel Norman and members of visiting Chinese Vice President Xi Jinping’s delegation.

Shockingly, Beijing doesn’t see things quite the same way as the Green Party co-leader.

Norman said he was “assaulted” while protesting China’s Tibet policies as Xi’s group entered a New Zealand parliamentary building. On Saturday, a Chinese Foreign Ministry spokesman described the incident this way, according to the state-run Xinhua news agency: “When [Xi's] delegation arrived at the entrance of the parliament building in Wellington Friday noon, it was hostilely harassed by a New Zealand demonstrator within close distance. The demonstrator’s behavior posed a threat to the security and dignity of the delegation, and far exceeded the boundaries of the freedom of speech and freedom of assembly.”

The spokesman called the protest “an attempt to spoil the atmosphere of Xi’s visit” and said it was “doomed to fail.” Xinhua said New Zealand has apologized to China for the incident, though that couldn’t immediately be verified.

The Xinhua report said nothing about the actions of the Chinese delegation. Whether Norman’s actions exceeded the boundaries of the freedom of speech and freedom of assembly as understood by New Zealanders, and whether Norman’s purported threat to the “dignity of the delegation” is relevant to a decision by members of that delegation to physically confront an elected representative of a foreign country on that country’s soil, will probably continue to be debated.

But Norman also isn’t getting backup for his version of events from New Zealand police.

In a statement late Friday, police in the Kiwi capital said a preliminary report on the incident found “there is insufficient evidence tonight to substantiate an allegation of assault,” as made by Norman.

“Police have spoken to a number of people who witnessed the incident, reviewed available footage, and approached the Chinese delegation who declined to comment with information that might assist the inquiry,” the statement quoted Peter Cowan, Wellington city area police commander, as saying. “Within the timeframes available to us police have decided there is insufficient evidence to substantiate any assault charges at this time.”

The statement said police would continue making inquiries over the weekend, but “will be making no further comment.”

Biograph

Ngawang Woeber was born in 1965 in Tibet. Attended a primary school and then worked in a farm till at the age of 17. Later he joined Drepung Monastery and studied Buddhist philosophy, Tibetan history and Tibetan grammar.

On Sept 27, 1987, around 21 monks waved Tibetan national flags, and then distributed pamphlets quoted with free Tibet and China should leave Tibet. Obviously due to that peaceful rally, he was arrested and imprisoned at Gutsa prison for around 4 months.

He was interrogated and coerced by the Chinese (using all kinds of method) to tell them who incited and spearheaded the protest rally. After his release, he devoted his energy and time to the religious and political affairs of his country.

Under the Chinese suspicious in his political activities, on April 20, 1990, he was expelled from his monastery and he was not permitted to join any other monasteries, since his freedom of movement within Tibet got curtailed, he fled on April 26 1991 to exile.

Reaching Dharamsala, he took Teachers Training Course at the Buddhist School of Dialectics. Later, he was appointed to religious teacher at the Tibetan School at Patlikul near Kullu. Currently he is the President of Gu-Chu-Sum Movement.

Choekyong Wangchuk was born in Kalimpong in 1971, and currently lives in New Delhi. He completed his class 12th from SFF School, Herbertpur and earned a B.A. degree from Punjab University, in 1993, and a PG Diploma in Marketing and Sales Management from Bhartiya Vidhya Bhavan in 1994. In 1991 and 1992 he was elected as the President of Overseas Student’s Association of Govt. College for Men and the President of Regional Tibetan Youth Congress, Chandigarh. From 1995 to 2001, he was elected to the Central Executive Committee of the Tibetan Youth Congress (TYC). He served as the Deputy Coordinator and, later, as the Coordinator of the New Delhi-based India Tibet Coordination Office (ITCO) of CTA from 2002 to 2006. He organized many Tibet awareness programs and also attended many national and international conferences. Presently, he is working as the Executive Director of the Tibetan Parliamentary & Policy Research Centre based in New Delhi. And he was elected to the 14th ATPD.

Youdon Aukatsang is the Executive Director of Empowering the Vision Project (ENVISION), an NGO working to support, motivate and empower young Tibetans to take their place in the community with dynamism, specialized skills, good careers and entrepreneurship. She was earlier an Independent Consultant for Kreddha International, an organization based in The Hague, The Netherlands. From 2000 to 2003, she was Senior Program Officer of the Tibetan Centre for Human Rights and Democracy (TCHRD), Dharamsala. She continues to serve on the TCHRD’s Board. She had earlier been elected as an Executive Member of the Tibetan Women’s Association and had also served as its Research Associate from 1994 to 1996. She completed her Master’s degree in International Law and Diplomacy from Tufts University, MA (USA) under a Fulbright scholarship. She also has an MA in International Politics from Jawaharlal Nehru University,

New Delhi, India, and had completed her BA from Lady Shri Ram College, Delhi University.

Sermey Loga was born in 1975 at Lithang, Tibet. In early in his tender age he showed his fondness and keen towards religions so after finishing his elementary school. In 1988 he was admitted to Techen Jangchuk Chokling monastery to study philosophy. In 1992, he arrived in exile and now it's been over 18 years that he had been in India at Sera monastery and over there he studied in all kinds of Buddhism philosophy as well as he shows great interest in the social activities.

After the wrong judgmental accusation made by the Chinese on Trulku Tenzin Delek's cases caused him to pay more attention to politics. He actively advocated in Radio Free Asia and Voice of Tibet as well as many other news media also had questions and answers. He had written numerous articles based on political issues and published in The Tibet Express, Tibetan Freedom, and Tibet Times and so on. Other than that he has been teaching Tibetan grammar at Sera for around 3 years.

In 2008 he took in charge of the Tibet movement in exile from representing Seramey monastery and Bylakuppee settlement. He also actively participated in many workshops organized by the NGOs. Currently he is in Bylakuppee settlement and he is a co-coordinator of NDPT.

Serta Tsultrim Toktsa-Tsang was born in 1974 at Serta, Eastern Tibet, and currently lives in Dharamsala, Himachal Pradesh, India. He did high-level education at Serta Centre for Higher Tibetan Buddhist Studies in the Kham region of Tibet. He reached India in 1998 and began working at the Religious Department of the CTA in 1999. From 2000 to early 2003, he was an editor and researcher in Tibetan culture and education at the Cultural & Literary Research Centre of the Norbulingka Institute, Dharamsala. He has been the executive director of Khawa Karpo Tibet Culture Centre since its inception in April 2003 and is the chief editor of the weekly Tibetan newspaper ‘The Tibet Express’ (bod-kyi-bang-chen). He was earlier elected to the 5th local Tibetan Assembly of Dharamsala in 2004. He is also the coordinator of the Association of Tibetan Journalists (ATJ).

Kalsang Gyaltsen was born in Bathang, Tibet, in 1966 and studies both Tibetan and Chinese languages. He worked in the Political Consultative Committee in the Karze Tibetan Autonomous Prefecture, the United Front Work Department branch in the prefecture, and others for more than twelve years, accumulating unique experiences in those offices. He also undertook written and spoken translations in all the meetings held by the Political Consultative Committee and the Buddhist Affairs United Committee. He escaped into exile in June 1999 and on 1 September 1999 joined the Tibetan Research and Analysis Centre of the Central Tibetan Administration, Dharamsala. There he undertook research on Dotoe province, China and Taiwan. He has written or translated from Chinese to Tibetan – and, also, from Tibetan to Chinese – a number of significant articles and books related to the Tibet issue, Tibetan history, and other related subjects. He is a co-founder of the Khawa Karpo Tibetan Cultural Centre and is actively engaged in bringing out the Bod-kyi Bang-chen newspaper and other publications.

Jammu, June 5 (PTI) Tibetan spiritual leader Dalai Lama today arrived in Kishtwar district on a two-day visit to address a religious congregation.

The Buddhist leader was received by Jammu and Kashmir Chief Minister Omar Abdullah at technical airport in Udhampur district from where they left for Gulabgarh in Kishtwar district, where the religious congregation has been organised, officials said.

Dalai Lama would address a gathering of about 16,000 people, including Buddhist leaders from Ladakh and Dharamsala, in an open ground near the centuries-old Lossany Monastery at Gulabgarh, a small Buddhist-dominated town, they said.

He is also scheduled to inaugurate a Buddhist centre at Paddar, the only place in Jammu region where about 7,000 Buddhists live.

The state government has made adequate security arrangements at both Gulabgarh and Paddar areas for the Dalai Lama's first visit to the area, the officials said.

First Round of 2011 campaign at Kollegal Tibetan Settlement

Mr. Chime Youngdung, the President of NDPT and office assistant Mr.Youten reached Kollegal settlement on 27th May and immediately held meeting with the heads of 22 camps representatives.Meeting with Kollegal Tibetan people started on 28th May 2010, which begin from camp block vice-1st block D and ended at block Q village community hall. Where around 60-70 people came and mostly it was around 75 to 80 people. The actual meeting started with the introduction of President by the Chief of Kollegal village. Then Mr. Chime la started his speech to public on the importance of voting and the significances of year 2011.

And like before the talk was on same thing;

· He gave talk on democracy and on practical dramatic example like Indian politics which we can see all the time.

He also mentioned about the survey made by TIMES news paper regarding Tibetan after His Holiness the Dalai Lama's death.
He told people how important it is to have a bicameral legislation in our community and why we need it. All the democratic nations and developed countries have bicameral legislation, in order to help the nation to develop.
Regarding our nominees for the kalon Tripa and especially members of parliament. Since Chithue nominees are large in number, and many people have different ideas, opinions and views which differ from each individual on the nominees. But he warned among the people that they shouldn't be influence by anyone who comments on any of Chithue nominees. All they have to do is a little research by the people.
Public might not like one of NDPT nominees from the list but people shouldn't decide at once that every nominee is same like the one he/she doesn't like. Every candidate is different and has different intellectual and potential.
He interprets the importance on the rights of voting which is one of top priority under democracy.
Democracy is considered right way to lead the nation by everyone because in democracy there is participation of people either in directly and indirectly.
Then he came back to the main point and he related the reason for visiting to Kollegal settlement and he made introduction of two Kalon Tripa nominees and members of parliament.
Mr. Chime la briefly given an introduction of NDPT's two prominent Kalon Tripa nominees and their bio-datas to public for better understanding.
In terms of Chithue, the endorsed candidates should regard two conditions of NDPT. It clearly mentioned that NDPT support only those nominees who finalized in supporting democracy in Tibetan society.
Later he told the differences between NGOs and political party, whereas every Tibetans thinks that both political party and NGOs are the same. So he made a very clear interpretation on it.

These are few main topics that he gave talk on, the speech lasted for 1 hour and people were really motivated at that time. Later on the questions and answers session and also feed back or suggestion from the people was taken place. The few question/suggestions were like;

1. We have to study the root cause of people not voting, and we have to give an advices to college students and those of who are young and educated so that they would take part in voting.

2. People asked whom they should prefer for Kalon Tripa, the one who is more experience and one who is energetic.

3. Most of youth compliant that in our society democracy is not well established since peoples' participation is lacking behind. And student in colleges and university couldn't take part in election because of stiff rules.

Like these there were few discussion and debates. By 11:16 a.m. meeting is concluded. We have distributed the posters to chief to stick around.

Dharamshala: National Democratic Party of Tibet (NDPT) held a press conference this afternoon to formally announce its 2011 Prime Minister and Parliamentary candidates. The conference was chaired by NDPT President Chime Youngdung.

NDPT President and chairperson of the conference Chime Youngdung formally endorsed two candidates, Dr. Lobsang Sangay and former Tibetan minister Tenzin N. Tethong, for the upcoming 2011 Tibetan Prime Ministerial election, and revealed a list of 21 candidates - 6 from Dhotoe, 5 from Dhomed, 10 from U-Tsang - that it will be backing for the concurring 2011 Parliamentary elections.

At the third General Body Meeting of NDPT held in Dharamsala in March, executive members and representatives of NDPT's regional chapters across India and Nepal passed a resolution to back three nominees for Prime Minister (Kalon Tripa), and 45 Members of Parliament (MPs) - fifteen from each of the three Tibetan provinces.

Due to other commitments of the proposed Parliamentary candidates, and the ill-health of the third Prime Ministerial candidate, Chime Yungdong today announced that only two candidates for Prime Minister and 21 Parliamentary candidates have accepted NDPT backing.

Chime Youngdung commented that after which focused on introducing potential candidates for the upcoming elections - NDPT will invite the official candidates to speak at length about their political stances and policies.

Chime Youngdung said that pamphlets introducing prospective MPs will also be circulated around Tibetan settlements in India.

Dr. Lobsang Sangay is the first Tibetan to have gained a doctorate from Harvard University. He is well known for his scholarly work on Tibetan issues and is noted for putting together groundbreaking conferences between Tibetan and Chinese scholars at the university. He has been a prominent member of the Tibetan Youth Congress, and became its youngest ever executive member.

Tenzin N. Tethong is a fellow of Stanford University and a former representative of His Holiness the Dalai Lama in New York and later in Washington. He has been involved in many initiatives aiding Tibetan issues such as The Tibet Fund and Potala Publications, and in 1980 was elected to the Tibetan Government in-Exile where he served in various capacities.

They have to investigate if they fulfill the requisite to stand for election and hence-forth they have to submit the same to centre election commission. By the same, those who don't want to stand for election have to send an application for resignation to the centre election commission. (within 60 days)
